A New Reality for 112 and Public Safety

In the high-stakes world of public safety, the transition from legacy systems to Next-Generation 112 (NG112) is no longer a future ambition — it is an operational imperative. As emergency services confront intensifying cyber threats, geopolitical instability and escalating natural disasters, the requirements for communication infrastructure have fundamentally shifted. Reactivity and efficiency remain essential, but they must now be built on a foundation of trust, openness, resilience and technological sovereignty.

Modern emergency management agencies (EMAs) are navigating three converging pressures:

Sovereignty and Cyber Resilience

Public safety networks are prime targets for cyberattacks. In an era of geopolitical tension, controlling data, infrastructure and operational governance is paramount. This requires a shift toward secure-by-design architectures and zero trust principles.

Environmental and Societal Volatility

From climate-driven flooding and wildfires to large-scale international events such as the Olympics, the volume of operational data and the need to process it in real time are expanding dramatically. Voice alone is no longer sufficient. Emergency response now depends on integrating video, IoT telemetry and geospatial intelligence.

Regulatory and Technical Evolution

Compliance with NIS2, the EU’s Cyber Resilience Act (CRA), and standards such as NG eCall and real-time text (RTT) is mandatory for European operators and essential to meet growing accessibility requirements. RTT not only enables communication in situations where voice cannot be used but also allows deaf and mute callers to communicate directly with 112 services, ensuring emergency access for all citizens. NG112 environments must therefore be standards-based, interoperable and future-ready.

Legacy architectures were not designed for this triple threat. NG112 demands resilient infrastructure, intelligent automation, flexible sovereign deployment and open integration with systems such as CAD and GIS.

The Solution: Secure AI, Sovereign Deployment and an Open Ecosystem

Addressing these challenges requires a structured approach built on three pillars.

Pillar I: Native AI and the Intelligent Network

AI is central to modern NG112, but it must enhance mission-critical reliability, not introduce complexity. It operates at two complementary levels: the network and the communication stream.

Proactive Network Defense

To achieve 99.999% availability, the network must be intelligent and self-monitoring. AI-driven screening analyzes IoT behaviour and detects anomalies in device communication patterns. Potential cyber threats or hardware failures can be identified early, preventing service disruption.

This zero-trust network (ZTN) approach ensures that as more IoT sensors, chemical detectors, fire sensors and environmental monitors are integrated, the core infrastructure remains protected.

Augmented Communications

In a crisis, seconds matter. Native AI capabilities such as live transcription and real-time translation remove language barriers and eliminate manual note-taking delays. Dispatchers receive structured, searchable information instantly, which is particularly critical in cross-border 112 scenarios.

Natural language bots can manage initial triage and structured data collection, enabling human operators to focus on high-priority interventions.

Pillar II: Sovereignty and Deployment Choice

Public safety cannot rely on rigid, one-size-fits-all cloud models. True sovereignty means retaining control over where data resides and how systems are governed.

A flexible deployment portfolio includes:

Full on premises for maximum control and data residency
Hybrid architectures combining on-site, mission-critical communications with cloud collaboration
Full cloud models for rapid scalability and OPEX-driven operations

All must align with European standards, including NIS2, GDPR and relevant ANSI/BSI certifications. Sovereignty is not about avoiding the cloud — it is about preserving strategic control without compromising capability.

Pillar III: An Open Operational Ecosystem

Next-generation emergency response extends beyond voice. It is contextual and integrated.

An open architecture leveraging gateways, CPaaS APIs and SIP standards enables seamless integration with:

  • Computer-aided dispatch (CAD)

  • Automatic vehicle location (AVL)

  • Geographic information systems (GIS)

When an emergency call arrives, dispatchers immediately see location data and available resources. Through WebRTC, a standard voice call can be escalated to live video without requiring an application download. Video feeds from citizens can be combined with IoT data to create a unified common operational picture.

Openness ensures agencies modernize without discarding existing investments.

Scenario in Action: The “Incident room”

Consider the case of a large industrial chemical explosion:

  1. IoT sensors detect biohazards and trigger alerts

  2. Emergency traffic is automatically prioritized

  3. A secure multi-agency “Incident room” conference bridge is launched

  4. Citizen WebRTC video feeds provide real-time situational awareness

  5. NG eCall transmissions send minimum set of data (MSD) from nearby vehicles directly to the PSAP

This is NG112 in practice: integrated, intelligent and resilient under pressure.

How Alcatel-Lucent Enterprise Can Help

With a presence in over 50 countries, Alcatel-Lucent Enterprise acts as a strategic partner rather than a traditional vendor. Its end-to-end NG112 solutions leverage existing investments such as CAD and GIS while embedding secure AI into both the network and communication layers.

The approach combines:

  • Mission-critical resiliency (99.999% availability)

  • AI-driven network protection and operational augmentation

  • Flexible sovereign deployment models

  • Open, standards-based interoperability

  • Alignment with European regulatory mandates

The technology to enhance resilience, improve situational awareness and save more lives exists today.
