State of Lower Saxony strengthens digital sovereignty with European UCaaS solution from Alcatel-Lucent Enterprise
Hanover & Kornwestheim, Germany - 10.12.2025 – As part of its digitalization strategy, the state of Lower Saxony is relying on a sovereign, European communication solution, thereby complementing its existing Microsoft Teams portfolio. With Alcatel-Lucent Enterprise Rainbow™, a unified communications & collaboration platform, the state is expanding its digital work tools with a future-proof, privacy-compliant and highly integrable solution.
Alcatel-Lucent Enterprise has been a technology partner of Lower Saxony’s IT for many years and provides more than 85,000 users statewide with communication solutions in police facilities, the judiciary, the tax administration and numerous other state agencies. Building on this established foundation, the modern UCaaS platform Rainbow is now being introduced to further expand digital collaboration in the state administration.
Rainbow offers a variety of modern communication services, including softphone, instant messaging, presence, file sharing, and video conferencing. This supports Lower Saxony’s multi-vendor strategy that reduces dependencies, strengthens competition and drives digitalization.
To meet high data protection and digital sovereignty requirements, the Alcatel-Lucent Enterprise Rainbow Edge™ is operated as a private cloud solution directly in the IT.Niedersachsen’s (Lower Saxony IT) data center. This means that all data remains in the state and is fully subject to German and European regulations.
The Lower Saxony State Office for Geoinformation and Surveying (LGLN) is the first major user to successfully implement the new solution, which already has several thousand users. In the coming year, approximately 50,000 additional employees, including the Lower Saxony police, are expected to migrate to the system.
